Our action plan

Action plan of the International Forum of national NGO platforms

On the occasion of the International Conference of National NGO Platforms organized on October 27th and 28th in Paris, 82 national NGO platforms representatives of 82 countries created an International Forum of national NGO platforms and decided to adopt an action plan to facilitate cooperation and solidarity between national associations of NGOs from the 5 continents.

This Forum aims at facilitating cooperation between national platforms and regional coalitions of NGOs at the regional, inter-regional and international levels through common advocacy and capacity building actions.

While acknowledging their diversity, they decided to capitalize on the action led by the 5 historical platforms which launched the networking process and to move into a transitory phase aiming at deepening the structuring of the Forum and the definition of its goals as well as the organization of its governance.

The Forum of National NGO platforms is animated by a « Facilitation group » mandated for a two year term and composed of the 5 historical platforms who launched the process : ABONG (Brazil), ACCIÓN (Chile), CONGAD (Senegal), Coordination SUD (France), VANI (India)

along with new representatives of Pacific islands : PIANGO (Oceania), North America : InterAction (USA), North Africa/Middle East : Espace Associatif (Morocco), Central Africa : CNONGD (Democratic Republic of Congo), and Southern Africa : SADC-NGO Council.

Mandated representatives agreed :

1) On a common grid of criteria to define what is a national NGO platform (that still needs to be amended and endorsed)

2) To study ways to strengthen the weakest national NGO platforms, protect the right of association and facilitate exchanges to promote best practices (notably through capacity building actions to promote best governance practices within national NGO platforms) :

a) through bilateral cooperation between counterparts (notably through the website www.ong-ngo.org)
b) solidarity actions when the right of association is threatened in one specific country
c) though the launch of a study questioning the possibility of creating a multi-stakeholders trust fund :
- identifying expectations and needs of national platforms
- defining the modalities of cooperation between national NGO platforms
- identifying the possible political and administrative procedures for the creation of such a fund

3) To continue to develop and to use the International Resource Centre as a working and participative tool, facilitating communication between national NGO platforms

4) To work on « 6 non governmental exercises » (or any other issues suggested by any national NGO platform) with our members through ad hoc coalitions on the following :

- ODA – development financing
- Climate change
- Regulation of agricultural markets
- Access to water and sanitation
- Conflicts Prevention and resolution
- Fight against social exclusion and inequalities

NGO platforms who decided to work on one of the following issues will be contacted and included in a thematic mailing list to facilitate circulation of information and preparation of advocacy positions. An agenda will be suggested to each involved NGO national platform to prepare international governmental and non governmental events, notably tacking into account 2015 as a main target. The role of Focal points and secretariats will be defined soon.

Short run calendar of possible following the creation of the Forum in october 2008 :
- Doha (November 29th – December 2nd 2008)
- World Social Forum (end of January 2009)

Long run calendar : Meeting in 2010 or 2011/ possible structural formalization.
