WATER, LIFE AND HUMAN DEVELOPMENT
Access to drinking water and decent sanitation for the world’s populations remains one of the great challenges of the 21st century. According to the United Nations Organisation, in 2008 over 1 billion people lacked access to drinking water and almost 2.5 billion people had no access to adequate sanitation systems. More than 2 million children die each year from water-related diseases and lack of hygiene.
Despite ever-growing public awareness and promises made over the past ten years, mass and custom-made implementation plans to reach the desired goals are slow to materialize.
This challenge concerns local, national and international bodies, including NGO, associations. In each country, as well as on a sub-regional and international level, civil society has a duty to force governors and political, technical and financial decision-makers to take responsibility for providing effective and equitable access to water and sanitation for all citizens of any one country.
National NGO platforms, who gather under their authority most NGO organisations (for solidarity, relief, development and the environment) and who work with economically and socially-disadvantaged populations on a daily basis, have an important role to play as advocates.
As part of a non-governmental diplomatic exercise, the theme ‘Access to water and sanitation’ is championed by CONGAD (the Senegalese platform and a member of REPAOC), carrying out studies since 2007 to create the blue book.
What is the Blue Book?
The blue book is an interactive process, prompted by the realities of fieldwork, and based on critical analysis of circumstances monitored in the field with regard to access to water and sanitation.
It is an exchange, discussion and action tool available to all those involved in water- management as they work to define budgets for large-scale projects.
In Senegal, this blue book will provide a means to reinforce local initiatives, the right to water and the reduction of poverty.
On a regional level (Western and Central Africa), it will contribute to establishing a vision and will encourage the community to make a more efficient and innovative contribution.
With financial backing from the Dutch Embassy in Senegal, once the blue book is finished, it will serve as a support tool for other REPAOC members, as well as the other organisations involved in non-governmental diplomatic exercises to obtain access to water and sanitization.
