National Policy on the Voluntary Sector

The Year 2007 was very special for the voluntary sector in India for two reasons - the Union Cabinet formally approved the long-awaited National Policy on the Voluntary Sector on May 17, 2007 and the year marked the beginning of the 11th Five Year Plan (2007-2012), which promises to encourage partnerships between Civil Society Organizations (CSOs) and government, particularly between CSOs and PRIs which also extend to joint implementation.

Drafted by the Planning Commission with the help of experts and NGOs including VANI, the National Policy on the Voluntary Sector (NPVS) aims at creating an enabling environment for voluntary organizations and facilitating their partnership with the government. Since VANI has been closely associated with the framing of the policy, it feels proud of this accomplishment. It was indeed a landmark event in the history of voluntary sector. For the first time the government of India, through the policy, formally acknowledged the existence and the role of the voluntary sector.

The main objectives of the policy include: a) Creating an enabling environment for Voluntary Organizations (VOs) in India that not only stimulates their effectiveness but also protects their identity and safeguards their autonomy; b) Enabling VOs to legitimately mobilize the necessary financial resources from India and abroad; c) Identifying systems by which the Government may work together with the Voluntary Sector; and d) Encouraging VOs to adopt transparent and accountable systems of governance and management.

In the policy there is also a commitment to encourage independent philanthropic institutions to provide financial assistance to deserving VOs and the policy aims to provide an enabling environment for the voluntary sector and also make it accountable, so that VOs can play their constructive role in development activities effectively.
